The New York State Department of Transportation (NYSDOT) is announcing the availability of $28.7 million in funding made available through the Federal Transit Administration’s (FTA) Enhanced Mobility of Seniors and Individuals with Disabilities Program (Section 5310). This program is intended to enhance mobility for seniors and persons with disabilities by providing support beyond traditional public transportation services and Americans with Disabilities Act (ADA) complementary paratransit services.
This solicitation of projects under the Section 5310 program, as amended by MAP-21 and the FAST Act, incorporates significant changes in the apportionment of funds and in the eligible activities. Funds are no longer distributed directly to the State and administered exclusively by the Department. Pursuant to MAP-21 and FAST Act, funding is now sub-allocated to large urbanized areas, small urbanized areas and to the State for rural areas (Attachment I). At minimum, 55% of the funding available may continue to be used for traditional Section 5310 capital projects. Traditional Section 5310 projects are those public transportation capital projects planned, designed, and carried out (by eligible subrecipients) to meet the special needs of seniors and individuals with disabilities when public transportation is insufficient, inappropriate, or unavailable. In addition, up to 45% of the apportionment may now support public transportation projects that (1) exceed the requirements of the ADA; (2) improve access to fixed-route service; (3) decrease reliance by individuals with disabilities on complementary paratransit; or (4) provide alternatives to public transportation that assist seniors and individuals with disabilities.
Funding awarded pursuant to this announcement requires a 20% match provided by the applicant for capital and mobility management projects and 50% applicant match for operating projects. In addition, projects identified and awarded must be included in a Locally Developed Coordinated Human Service and Public Transportation Plan (CHSPTP) found at https://www.dot.ny.gov/public-transportation/local-dev-coordinated-plans and coordinated with other federally assisted programs to ensure efficient use of federal funds.
