The New York State Office of Alcoholism and Substance Abuse Services (OASAS) announces the availability of funds for capital development and operating costs associated with the expansion/establishment of Part 820 Residential Services programs in Bronx and Kings Counties.---Existing providers that can demonstrate the ability to add “instant beds” (See Section IV.B.) to their existing residential program(s) without the need for capital funding will be eligible and are not required to establish a minimum number of new beds.---For those providers seeking OASAS capital funding, the following apply:(1) Eligible bidders seeking to add to or extend an existing facility must apply to establish a minimum of 8 beds. (2) Eligible bidders seeking to create a new, freestanding facility must apply to establish a minimum of 16 beds and a maximum of 50 beds. |

Narrative | Up to $4,500,000 (Maximum of $30,000 per bed) is currently available annually to operate Part 820 Residential Program(s) in the Bronx (Maximum of 100 beds) and Kings County (Maximum of 50 beds). This amount may increase or decrease based on future State appropriations.--- Capital funding award grant amounts will be determined and made by OASAS to successful and selected bidders after the bidders’ projects are determined to be feasible, their capital project costs are determined to be economical and within available appropriation authority, and Division of the Budget approval is received. If a bidder’s proposal is selected for funding and the project is determined not feasible for cost, site control or other reasons, OASAS reserves the right to select another qualified bidder. |

Questions and Answers Narrative | There will be an opportunity for submission of written inquiries and requests for clarification regarding the RFP. All inquiries and requests for clarification should cite the particular RFP section and paragraph number, where applicable, and must be submitted via email to procurements@oasas.ny.gov with a subject line of OASAS Project No. 17113. It is the bidder’s responsibility to ensure that email containing written inquiries and/or requests for clarification is submitted to procurements@oasas.ny.gov by no later than 5:00 p.m. Eastern Time on March 5, 2018. Written responses to Inquiries submitted by the deadline date will be answered and posted to the OASAS website on or about March 26, 2018. |
