The New York State Department of Environmental Conservation (DEC) is pleased to announce approximately $1,000,000 is available in funding for Chesapeake Bay Watershed Grants. Funding for this grant opportunity is provided by the U.S. Environmental Protection Agency’s (USEPA) Chesapeake Bay Implementation Grant (CBIG). New York State is eligible for these funds under Section 117 of the Clean Water Act. Grant funding is for programs to implement best management practices from New York’s Watershed Implementation Plan (WIP) for the Susquehanna and Chemung River Basins. Guidance and technical assistance on best management practices is available on DEC’s website at: http://www.dec.ny.gov/chemical/94150.html. This grant opportunity is open to programs that support priorities of New York’s Chesapeake Bay Watershed Implementation Plan (WIP) by protecting and restoring riparian buffers. Riparian forest and grass buffers are identified as priority practices in the WIP due to their high nutrient and sediment reduction efficiencies and cost effectiveness. Programs that target protection and/or restoration of buffers on cultivated cropland and hay/pastureland (as defined by the National Landcover Database) will score higher in the evaluation of an application.

For purposes of this grant program, the following entities are considered eligible applicants:

Public Conservation Agencies: Governmental Entities, Municipalities, and Quasi-Governmental Entities, including but not limited to, Counties, Cities, Towns, Village or tribe recognized by New York State or the United States with a reservation wholly or partly within the boundaries of New York State, or any combination thereof, Public Benefit Corporations, Public Authorities, Municipal Corporations, or Soil and Water Conservation Districts.

Eligible programs for grant funding must be wholly located within the defined geographic boundaries of New York’s portion of the Chesapeake Bay watershed. A map of the watershed boundaries may be viewed at www.dec.ny.gov/lands/33279.html. Individual projects must be located adjacent to a stream, defined as a flowing perennial body of water that contains water throughout the year, except for infrequent periods of severe drought.

Private Conservation Agencies: Not-for-profit land trusts and any other not-for-profit corporations whose charitable purposes include the protection of open space, scenic, natural, agricultural, or historic resources, and that have the legal power to acquire interests in real property. “Not-for-Profit Corporation (NFP)” is an organization that is subject to New York State’s Not-for-Profit Corporation Law and is qualified for tax-exempt status under Section 501(c)(3) of the Federal Internal Revenue Code. ALL NFP APPLICANTS MUST BE REGISTERED AND PREQUALIFIED IN THE NYS GRANTS GATEWAY BY THE DUE DATE OF THIS APPLICATION TO BE CONSIDERED ELIGIBLE FOR THIS GRANT OPPORTUNITY.

All applications must be developed and submitted in the NYS Grants Gateway by no later than 3:00 PM on April 14, 2017. Grant funds are available for up to 100% of the requested budget. Applicants are not required to provide match. Minimum grant amount is $50,000; Maximum grant amount is $1,000,000.
