OMH is seeking proposals from NFP organizations with experience (see RFP for details), to assume operational responsibility of an existing, newly constructed Single Room Occupancy (SRO) building on the grounds of the Bronx PC in Bronx, NY. There will be one award to operate a 48-unit Transitional SRO, to be OMH licensed, that is currently vacant. OMH intends to select a sponsor that has demonstrated an ability to successfully operate an OMH licensed congregate facility; possesses experience serving individuals with a forensic history; and, is capable of establishing operations of the program in the building in a timely manner. This includes the ability to submit and obtain licensure through the submission of the Prior Approval Review (PAR) application and enter into a long-term lease with New York State to occupy the building.
This RFP is being issued contemporaneously with a separate RFP to establish and operate a licensed Intensive Transitional Living Residence (ITLR) within a neighboring building also on the Bronx PC campus. The successful awardee of this RFP will be expected to operate the Transitional SRO working in close collaboration with and accepting referrals from the ITLR. OMH recognizes the advantages to having the same organization operate both program; however, it is not required to apply for both RFPs to be considered under this RFP.

12-07-2018 OMH is providing additional clarification for budget related questions.
Can you please provide the correct Budget form that includes the “PDG Budget Column” and address the other questions below?
The form provided on the website can be used. The PDG information can be represented in the Start-up column. Q. Does OMH want us to include PDG expenses in the Start-Up Year Budget?
A. Yes, the start-up year column should represent the budget for the PDG funding (no additional funding).
Q. If so, should the Start-Up Year (projected to begin July 1, 2019) include a program development period prior to the commencement of program operations later in the year?
A. The PDG will be contracted prior to the opening of the SRO. In your example if the operational contract were to start July 2019, then the PDG would begin several months earlier (likely March or April). The operational budget should be developed based on the assumption of a fully functioning program for a year. The first year of operations and the assumptions you will be making should be discussed in the budget narrative section.
Q. is it the intent of OMH for program development activities to be carried out prior to a July 1, 2019 commencement of operations. If so, will the PDG be on a separate contract and, if so, does OMH still want a PDG budget here?
A. The PDG will be on a separate contract, and to restate, the budget in the Start-up column is the PDG budget. Q. The RFP indicates there will be no capital funding; however a scope of work prepared by Vassalotti Associates was circulated. Is this to be funded out of “PDG funds” since there is no capital grant?
A. The scope of work identified by Vassalotti Associates will not be funded from the PDG. The Vassalotti scope does not have to be addressed in your RFP response.
