Solicitation Profile
The New York State (NYS) Hazard Abatement Board (HAB) awards grants for programs that provide occupational safety and health training for public entities, private businesses, labor organizations, educational institutions, non-profit organizations and trade associations. Eligible programs must train and educate workers, supervisors and/or businesses and must promote workplace accident and injury prevention.

IMPORTANT NOTICE!!!

1. There is an issue with the Potential Conflict of Interest attachment on Grants Gateway. Please go to https://www.labor.ny.gov/businessservices/PDFs/osh-te/Attach-14-Potential-Conflict-of-Interest.pdf to access the form and then, once complete, upload into Grants Gateway under the Pre-Submission upload section as part of your application.

2. For question number B1F) under Program Specific questions, the gateway is not allowing applicants to answer in a narrative manner. Please create a separate document named “B1F” to provide your narrative answer. You will then need to upload this document into the Grantee Document in Grants Gateway.


NOTE: In submitting the MWBE, EEO, and SDVOB Attachments, #6, #7, #8/#9, and #11/#12, please use the WORD formatted documents located on the HAB website [https://www.labor.ny.gov/hab/].

In addition to Grants Gateway registration, all non-governmental, Not for Profit (NFP) Bidders must be pre-qualified at the time and date that the proposal is due, no later than 12:00 PM NYS Time on January 24, 2020. If you are not pre-qualified at that time and date, your proposal will not be considered. For more information about Grants Gateway and prequalification, please visit the Grants Gateway website https://grantsmanagement.ny.gov/get-prequalified. Grantees may contact the Grants Reform Team at: grantsreform@its.ny.gov. The Grants Reform help desk/hotline can be reached at (518) 474-5595. In keeping with this requirement, the HAB shall not consider for funding any proposal from a non-governmental NFP which has a status other than one of the following at the time and date that the proposal is due:

o Document Vault Prequalified;
o Document Vault Prequalified Open;
o Document Vault Prequalified/In review; or
o Document Vault Open for PQS Edits
