UPDATE – 9/23/2022

Please be advised that there are revisions to the Answers provided to Questions 61 and 62.
#61. Question: If operating in a rural area or area where psychiatrists/PNPs are difficult to hire, would it be acceptable to have a contracted services that can provide 24-7-365 telehealth capabilities? Or must they be onsite?

ANSWER: The SCSC must have at least one Psychiatrist and/or Psychiatric Nurse Practitioner on-duty and available at all times per Part 600 regulation and the requirements of the statute (MHL, Article 36). Refer to Part 600 regulation definition of “on duty” and Program Guidance for additional clarification.

#62. Question: Can you clarify if a CASAC must be on call or on site 24 hours?

ANSWER: The SCSC must have a CASAC on-duty and available at all times per part 600 regulation and the requirements of the statute (MHL, Article 36). See Part 600 regulation for the definition of “on-duty”.

UPDATE/ANNOUNCEMENT: 9/8/22

Revised Budget Template – please be advised that there are formatting issues in the budget template (Appendix B) provided on the Grants Gateway platform. The template that is available to applicants in the Gateway cannot be used.

The revised template is found on OMH’s website where the RFP is posted - Supportive Crisis Stabilization Centers (ny.gov). This is the only template that can be used and uploaded into the Grants Gateway in response to Question 6.7a.


UPDATE - 8/3/22

The Proposal Date located in Section 2.3 - Key Events/Timeline has been revised. Proposals are now due by 1:00 PM EST on 10/6/2022.

The New York State (NYS) Office of Mental Health (OMH) and Office of Addiction Services and Supports (OASAS), hereinafter the Offices, announce the availability of operational funds and state-aid for the development of 12 new Supportive Crisis Stabilization Centers (SCSCs) within the ten economic development regions of New York State. The Offices are seeking to develop three Centers within the New York City economic development region and nine Centers outside of New York City, one in each of the nine economic development regions - Capital Region, Central New York, Finger Lakes, Long Island, Mid-Hudson, Mohawk Valley, North Country, Western, and Southern Tier.

New York State is developing a comprehensive crisis response system available to all New Yorkers regardless of their location of residence or ability to pay. This system will emphasize a person-centered continuum of care that enables individuals to enter and exit the system based on need. To this end, OMH and OASAS are committed to the development of increased, enhanced, and connected crisis services across the state composed of a telephonic triage through the implementation of 988, the continued support and development of Mobile Crisis teams, Crisis Residential programs, Crisis Stabilization Centers, and other community services and supports.
