Announcement Update - 9/11/13
It has been brought to OMH’s attention that there is an error in the construct of the Grants Gateway build for the Housing First Scattered Site Supportive Housing for Homeless Adults – 2023 RFP.
One of the questions was duplicated (5.41a was duplicated in 5.41b). In order to correct this, OMH will have to withdraw this RFP and reissue it. Please be advised that this does not mean that the entire RFP process will start over --- all of the components to date (release date, Question and Answer period) will remain status quo. OMH will be extending the due date to 10/18/23, the tentative award notification date to 11/17/23 and the contract start date to 2/1/24.
Any work that may have been completed for applications in the current Grants Gateway issuance will have to be redone/replicated in the newly released issuance. As noted above, the due date will be extended to address this.
While this repost of the RFP is specific only to the duplicated question, we are taking this opportunity to also provide the Budget template, the Budget Narrative template, the Provider Contact Form and the Sexual Harassment Certification as well. They will be provided in the Pre-Submission Upload page.

Announcement/Update - 8/14/23
Please be advised that there was an error when creating this RFP in Grants Gateway and as a result, none of the required documents that need to be provided either in response to the budget questions or as part of the application are accessible. Please use the two budget documents, the provider contact form and the Sexual Harassment Certification form found on OMH’s website where the RFP is listed:

The Budget Template and Budget Narrative Template will be uploaded in response to those two separate questions (5.44a for the Budget and 5.44B for the Budget Narrative) in the Program Specific Questions Section.
The Sexual Harassment Certification and the Provider Contact Forms will need to be uploaded into the Grantee Document folder.
The New York State Office of Mental Health (OMH) is committed to investing in community-based housing that will support individuals currently experiencing homelessness. Based on the need for additional supportive, scattered site housing opportunities to support this mission, NYS OMH is announcing this Request for Proposals (RFP) for the development and operation of 10 Housing First Supportive Housing programs serving individuals currently experiencing homelessness, in the county/counties in Section 1.2. The individuals may have a mental illness diagnosis, a substance use disorder, physical health care needs, or a combination of all three. Mental health or other diagnostic criteria not required to access housing through this initiative.
The 10 Housing First Scattered-Site Supportive Housing programs will be sited in:

All proposals to this RFP must be submitted through the Grants Gateway portal. No hard copy or electronic (email) submissions will be accepted. Instructions for this can be found in Sections 2.10 of the RFP.
All applicants must be Prequalified by the due date and time for this RFP.
