UPDATE - June 9, 2021
Item 1 - Please be advised that the due date for the Letter of Intent (Section 2.2 and corresponding Timeline in Section 2.3) has been extended to Friday, June 25, 2021. NOTE: the requirement is still a mandatory submission.
Item 2 - There was a typo in the build of the RFP in the Grants Gateway. The RFP itself, which is correct (please see Section 1.2/page 4 and Section 5.3D), lists as awarding up to $300,000. However, in Grants Gateway, the budget submission section in the Program Specific Questions (Question 5.3D1) states to prepare for up to $266,000, which is incorrect.
Please budget up to $300,000.
UPDATE – May 14, 2021
A question was posed that brought to OMH’s attention a technical error in the construct of the RFP in the Grants Gateway. As this has the potential to impact an applicant’s ability to work on/complete an application prior to the posting of the Questions and Answers on May 27, 2021, OMH is making the Question and Answer available now.
Question - In Grants Gateway, question 5.3C.2(j) offers a text box allowing 250 characters, while 5.3C.2(k) offers a text box of 4,000 characters. Can OMH clarify what type of content it is expecting to receive in the 250-character box (e.g., would “See attached chart” be adequate?) ? Can OMH clarify what type of content it would like in the 4,000 character-box for 5.3C.2(k), particularly as it relates to the “chart” referenced on page 26 of the RFA for this sub-question 5.3C.2(k) (and why is this text-box indicating so many more characters than the preceding sub-question)?
Answer – An error was made when developing/creating the RFP in the Grants Gateway, respective to Question 5.3C.2(k). This was not meant to be a narrative response. There is a separate worksheet that should have been placed in the Upload Properties page that applicants could access and upload in response to Question 5.3C.2(k). Unfortunately, the Gateway does not allow for OMH to go back in and provide the appropriate worksheet after the RFP was published. As such, OMH will make the worksheet available on OMH’s website where the RFP is posted - https://omh.ny.gov/omhweb/rfp/2021/geri/. Applicants can access and print the PDF or Excel worksheet there and upload it in response to Question 5.3C.2(k) as that question does allow for an upload to be provided. It must be cautioned that this question does not require an upload, so an applicant can get past the question without providing it, please make sure to upload it in response before moving on to the next question. There is another option of uploading this worksheet in the Grantee Document folder, but it is recommended that it be provided directly in response to the question itself.

The New York State Office of Mental Health (OMH) is issuing this Request for Proposals (RFP) to invite eligible applicants to submit proposals for developing a “Partnership to Support Aging in Place” program to support adults, age 55 and older, to age in place in either OMH supportive housing or other community located housing where older adults reside. The program model will require the development of formal partnerships between the primary applicant, an Office of Mental Health (OMH) licensed provider, a NYS Office of Addiction Services and Supports (OASAS) provider and the NYS Office for Aging (NYSOFA) local Area Agency on Aging (AAA). This RFP can be used to expand or enhance existing programs or can be used to develop a new program that meets all of the program requirements.
This RFP is made in accordance with Section 7.41 of the Mental Hygiene Law, which calls for OMH to establish a geriatric service demonstration program to provide grants to providers of mental health care to older adults and constitutes the fifth round of these program grants. It is largely based on recommendations made by members of the Interagency Geriatric Mental Health and Substance Use Disorder Planning Council in June 2015 for the development of local partnerships, outreach support, off-site support, and technology to innovatively meet the unmet needs of older adults in New York State. This RFP also aligns with Governor Cuomo’s Executive Order 190, “Health Across all Policies” initiative and the New York State Prevention Agenda. |
