In order to effectively address the continuing need for quality veteran services, New York State is providing $5 million in Grant funds to nonprofit Veterans’ organizations to make capital improvements to facilities that serve veterans. The Veterans Nonprofit Capital Program (“VNCP”) was established within the 2022-2023 NYS Budget.
VNCP will be administered by the New York State Division of Veterans Services (DVS) and is expected to be highly competitive. Veterans’ organizations are strongly encouraged to review the Frequently Asked Questions (FAQs) for additional information prior to applying.
Please keep in mind that once the opportunity has been closed, DVS will be looking for the following to see if the application may proceed to the scoring phase (the "Eligibility Review"; one failure disqualifies the application from continuing onto the scoring phase):
1. Is the Applicant organization incorporated under 26 USC 501(c)(19) or (23) or a Not-For-Profit with members as defined in Section 2 of the RGA? 2. Has the Applicant organization been in existence for at least five (5) years? 3. Does the Applicant organization meet the membership requirements of 26 USC 501(c)(19) (23)? 4. Is the Applicant organization prequalified in the Grants Gateway? 5. Does the Applicant organization: a. Own the property at which grant funds will be spent; or b. Have a lease in place though at least April 1, 2033? 6. Will the Applicant organization be entering into the contracts for the work to be undertaken with Grant funds? 7. Will the Applicant be paying the contractors/vendors for the work to be performed? 8. Will the project to be undertaken with Grant Funds have a useful life of 10 years or more? 9. Does the Applicant organization have at least 15 active Members?
